Middletown Township in Delaware County asks for no use and occupancy inspection when a house sells. Its sewer authority asks for something fewer sellers see coming: a $200 building sewer certification, required before any sale, transfer, or refinance since 2018, on a process that takes two weeks at minimum. In a township this steady, that certificate is usually the only thing standing between a signed agreement and a settlement date that holds.

The MTSA certificate
Since September 1, 2018, the Sewer Certification Program has required inspection and certification of the building sewer, plus payment of all sewer rentals and tapping fees, before any sewer-connected property sells, transfers, or refinances. The fee is $200, the standards live in Section 180-4 of the sewer ordinances, and the authority quotes a minimum of two weeks.
Which Middletown, and the downsizing hub

- No U&O, for now. The township considered a use and occupancy ordinance in 2021 and has not adopted one; the sewer certificate remains the sole municipal step at resale.
- The downsizing move is often local. Riddle Village at Route 352, with Granite Farms Estates and Lima Estates nearby, means many sellers here are trading a colonial for a community a mile away, and timing the certificate around a community move-in date matters.

Middletown sits at the standard 2% total realty transfer tax, customarily split, so the seller’s half on a $600,000 sale is $6,000. Pennsylvania withholds nothing at settlement, and the federal exclusion, $250,000 single and $500,000 married, covers most owner-occupants, though longtime owners near Media should run the math before assuming.
