Selling a Home in West Grove or Avondale, PA: Two Small Boroughs, Two Real Processes

West Grove Borough requires a $75 certificate of occupancy at any property transfer plus a sewer and water certification. Avondale Borough requires every home, owner-occupied included, to carry a registration and inspection certificate that terminates at transfer, with the new application due at least 20 business days before closing. Explained.

West Grove and Avondale sit three miles apart on Route 41, share the Avon Grove school district, and run two very different resale processes. West Grove wants a $75 certificate of occupancy and a utility certification. Avondale treats every home as a registered, inspected unit whose certificate dies at the deed, and the replacement takes twenty business days of lead time.

The Avon Grove boroughs

Both boroughs are small enough that the surrounding townships, London Grove, New Garden, Penn, and Franklin, hold most of the zip codes, and township addresses follow township rules, not borough ones. The parcel record settles it. For sellers inside either borough line, the processes below are the checklist.

The West Grove process

The borough’s forms page carries all three documents: the transfer of property application, which is the $75 certificate of occupancy application payable to the borough, the published transfer inspection list, and the sewer and water certification form for the utility accounts. File the application, walk the list before the inspector does, and order the certification early enough that it does not become the last open item before settlement.

The Avondale process

  1. 01Count backward 20 business days. Under Chapter 332, the application for the buyer’s new certificate must reach the borough at least 20 business days before the transfer, roughly a month on the calendar.
  2. 02Host one inspection, ideally once. The $100 fee covers the first two visits; the third costs another $100. The borough’s published forms include a courtesy checklist, and the summary form shows the usual IPMC items plus a fire extinguisher in every kitchen.
  3. 03Close inside the window. The provisional certificate converts to the real one on the transfer date, provided closing happens within 45 business days of the inspection. A long escrow can outrun the window and restart the process.

The Pennsylvania money

Both boroughs sit at the standard 2% total realty transfer tax, customarily split, so the seller’s half on a $350,000 sale is $3,500. Pennsylvania withholds nothing at settlement, and at Avon Grove price points the federal exclusion, $250,000 single, $500,000 married, covers nearly every owner-occupant. Does West Grove require an inspection to sell a house?

Yes. The borough’s transfer of property application is an application for a certificate of occupancy, priced at $75 and payable to West Grove Borough, with the inspection scheduled once the application is in. The borough publishes a transfer inspection list alongside the application so sellers can see what the code official checks, and a separate sewer and water certification form covers the utility accounts for settlement. It is a compact process, but every piece of it is real.

How does Avondale’s certificate system work at resale?

Differently from every neighbor. Under Chapter 332 of the borough code, every residential unit in Avondale, owner-occupied homes included, must carry a certificate of registration and inspection, and that certificate terminates when ownership transfers, except between co-owners, between spouses under a settlement agreement, or at an owner’s death. Selling therefore means applying for the buyer’s new certificate at least 20 business days before closing. The borough inspects within 25 business days of the transfer, issues a provisional certificate, and the final one takes effect on the transfer date and runs one year.

What does the Avondale inspection cost and check?

The fee is $100 and covers the first two inspections, with $100 for each additional visit after that. The inspection runs on the International Property Maintenance Code as adopted by the borough, and the published summary form shows the pattern: guardrails and handrails, four-inch house numbers, sidewalks in good repair, relief valve piping to within six inches of the floor, carbon monoxide alarms near sleeping areas, and a fire extinguisher in every kitchen. The borough suggests a pre-inspection walk-through, which is good advice priced at zero.

What are these markets like for sellers?

West Grove and Avondale are the borough centers of the Avon Grove school district, surrounded by the mushroom farms and new construction of southern Chester County. Housing is a mix of Victorian singles, twins, and newer infill at some of the county’s most reachable prices, and demand from Avon Grove school shoppers, agricultural employers, and Wilmington commuters keeps both boroughs busier than their size suggests. The municipal step in each is modest, but Avondale’s 20-business-day rule is a genuine calendar item.
