Selling a Home in National Park or Woodbury Heights, NJ: Who Actually Runs Your Inspection

National Park has inspected every residential sale since 2019, with a per-unit certificate of occupancy and $35 reinspections. Woodbury Heights contracts its resale housing inspections to West Deptford, $60 for the visit plus a $30 certificate and a $40 smoke certificate. Both, explained.

National Park and Woodbury Heights are small Gloucester County boroughs with very different answers to the same administrative question. National Park staffs its own property maintenance department and inspects every residential sale itself. Woodbury Heights sends the work next door: its resale inspections run through West Deptford Township’s Division of Housing, fees payable to West Deptford. Knowing which desk handles your file is half the preparation.

The two-borough seller picture

These are entry-point markets in the best sense: modest postwar singles, low six-figure price points, and a constant stream of first-time buyers working outward from the bridge corridors. Sellers skew long-tenured, and the inspections are calibrated to the stock, alarms, egress, extinguishers, exterior condition, rather than gotchas. The friction, when it comes, is scheduling, not standards.

National Park: every sale, inside and out

The borough’s property maintenance department inspects all residential properties at sale, and its change-of-occupancy application adds the operational details:

  • Scope: an interior and exterior examination against the borough’s adopted property maintenance codes, required for every sale since January 1, 2019.
  • Scheduling: the application is not complete until you contact the inspections department and book the visit; the dwelling is not to be occupied until the housing inspector issues the certificate.
  • Reinspections: $35 per unit for each additional reinspection, with the per-unit application fee listed on the borough’s form.

Woodbury Heights: the West Deptford desk

The borough’s resale housing inspection form is a West Deptford Division of Housing document, and the fee lines print right on it: $60 for the initial inspection, $30 for a reinspection, $30 for the housing certificate, and a smoke and carbon monoxide certificate at $40 initial or $20 on reinspection. Checks go to West Deptford Township. The form also asks for lockbox number, utility status, and a full room count, so have the listing sheet handy when you fill it out.

The New Jersey money

New Jersey’s realty transfer fee runs roughly 0.85% at these price points, with a partial discount for senior sellers, and the state’s estimated tax withholding applies only if you are leaving New Jersey. What do these inspections look for?

Standard South Jersey resale fare: working smoke and carbon monoxide alarms in the required locations, a fire extinguisher, sound means of egress, and general property maintenance condition. National Park’s inspection is explicitly interior and exterior. In both boroughs, the postwar housing stock means the recurring findings are alarm placement, handrails, and exterior wear rather than structural surprises.

What is the market like in these boroughs?

Affordable and steady. National Park is a riverfront square mile of modest singles where buyers get Gloucester County taxes and a short hop to the bridges. Woodbury Heights offers slightly larger postwar homes in the Gateway Regional district. Both draw first-time buyers priced out of Woodbury and West Deptford, and clean, certificate-ready listings move quickly at these price points.
