No township resale inspection
The township’s Community Development and Planning department says it directly: for re-sales of homes in Gloucester Township, a certificate of occupancy from the construction office is not required. No municipal housing inspection, no sidewalk survey, no township fee. That puts Gloucester Township on the short list of area municipalities that stay out of the resale process, and it means the only inspection between you and settlement is the state’s fire-safety certificate.

New Jersey requires a smoke alarm, carbon monoxide alarm, and portable fire extinguisher certificate before any residential change of occupancy, and in Gloucester Township that certificate comes from the fire district covering your street. The township directs sellers to the right bureau:

Each district sets its own fees on the state’s lead-time model. District 1’s published schedule charges $45 with 10 or more business days before settlement, $90 at 4 to 9 days, and $161 with fewer than 4, plus $45 when an inspection fails or nobody shows. District 4 in Blackwood runs the same ladder at $35, $70, and $125. The pattern holds everywhere: the certificate is cheap when you apply early and expensive when you do not.
Passing on the first visit
The districts publish their checklists, and the failures are predictable. From District 1’s application:
- Battery smoke alarms must be 10-year sealed units, and any alarm older than 10 years fails regardless of type. Hardwired alarms cannot be replaced with battery models.
- Placement is exact: one alarm per level, the basement unit at the bottom of the stairwell at ceiling level (not between joists), and hallway alarms within 10 feet of every bedroom door.
- CO alarms must be within 10 feet of bedrooms and younger than 7 years; plug-in, battery, and hardwired models all pass, but not in a switched outlet.
- House numbers count: at least 4 inches tall, contrasting color, permanently on the house and visible from the street. Mailbox and lamppost numbers do not qualify.

New Jersey’s realty transfer fee is paid by the seller on a graduated scale, roughly $2,300 on a $300,000 sale, and sellers 62 or older qualify for a partial exemption that cuts the bill meaningfully.
