East Greenville, Pennsburg, and Red Hill run together along Route 29 at the top of Montgomery County, three boroughs sharing the Upper Perkiomen schools, a sewer authority, and some of the county’s most affordable borough streets. Each inspects its sales separately: East Greenville with a $120 certificate the joint sewer authority can hold hostage, Pennsburg with a permit for every new owner, and Red Hill with its own recently amended occupancy rules.
The Upper Perkiomen seller picture
This is the valley where first-time buyers priced out of Lansdale and Quakertown land: twins and singles under the county median, a walkable shared main street, and Route 663 to the turnpike’s Northeast Extension. Sellers skew long-tenured, the housing stock skews pre-war, and the borough inspections focus on exactly what that combination produces, from property maintenance basics to the old clay laterals under the streets.
East Greenville: $120, and the UMJA hold
The borough’s code enforcement page and U&O application set out the fullest process in the valley:
- Fee: $120 residential, $200 commercial, and the fee includes both the inspection and the reinspection, one of the few boroughs anywhere that bundles the second visit at this price.
- Validity: six months from issuance, then a fresh inspection.
- The lateral: the Upper Montgomery Joint Authority inspects your sewer lateral on its own track, and the borough cannot release the certificate until UMJA approves.
- Act 133 paths: buyers can take responsibility for deficiencies by notarized affidavit, with temporary certificates and a twelve-month correction window when violations exist.
Pennsburg and Red Hill: each new owner, each borough
Pennsburg’s code enforcement page requires a use and occupancy permit upon ownership change, residential and commercial alike, with a permit required for each new owner and applications available from the borough office. Red Hill publishes its own property resale information for its occupancy permit, and its council took up amendments to the occupancy ordinance in late 2025, so treat the posted guidelines as a starting point and confirm the current version with the borough before setting dates.
The Pennsylvania money
All three boroughs sit at the standard 2% total realty transfer tax, customarily split, so the seller’s half on a $300,000 sale is $3,000. No Pennsylvania withholding at settlement, and the federal exclusion of $250,000 single or $500,000 married covers nearly every gain in the valley.
